Open Enrollment

Open Enrollment begins November 1st 2015. Open Enrollment is a designated period of time each year during which insured individuals or employees can make changes in health insurance coverage. Open enrollment for the Exchanges begins November 1, 2015, and ends January 31, 2016. During that time, individuals may begin their Exchange application and start shopping for health insurance plans. Coverage will not begin until the first payment is made, however. For individuals who enroll in an Exchange plan and pay their first premium by December 15, 2015, coverage will begin January 1, 2016.

After January 31, 2016, individuals can get new private health insurance through the Exchange for 2016 only if they experience a qualifying life event. Individuals who have a life-changing event — such as the loss of a job, marriage, divorce, death of a spouse or birth of a child — would be eligible for special enrollment within 60 days of the event.

IMPORTANT:  Individuals who do not enroll during the open enrollment period may not be able to find a health plan that will cover them — either through Covered California or in the private market — until the next open enrollment period beginning in October or November 2016 for coverage in 2017.
